Vega Scrolls

With the next patch announced, HERE we see Arans getting delayed will Thursday, but what caught my eye was the Cash Shop items, "Vega Scroll 10%" and "Vega Scroll 60%". Now this brings up the question what are these? Some have said this opens a shop that sells 10%/60% scrolls, the shop being provided by the NPC named Vega, I've also heard some say these will just be scrolls you can buy from the Cash Shop and choose a scroll for it to change into(like buy a 60% one, and choose a 60% Staff for Magic atk scrolll and it turns into that).

Your thoughts?

No it turns your 10% into a 50% (I think) and your 60% into a 90%. And it doesn't work for all scrolls.

I found out once they finally released that info.
