I think that Stardust had the best ratio of Romance, action and fantasy. It didn't have too much romance to where you want to gag and it didn't have too little romance to where you barely saw anything until the end.
All in all, it was cute and action packed. heart

There are a lot of great romance movies out there. Some of my favorites are:
The Notebook
How to Deal
A Walk to Remember
Love Story (it's an oldie, but a great one)
Moulin Rouge
PS I Love You
The Holiday

I have to agree with Holy_Andraste, Stardust was well balanced and had a good love story in it as well.

It depends on what type of Romantic movie you mean (comedy, tragic, etc.) but I would have to say P.S. I Love You. I cried throughout that entire movie. Well, except for the funny parts, considering it's a romantic comedy. Kinda.
