Any character who have any interaction with each other(or even some who don't) can be paired up together.
As for SephirothxCloud, Sephiroth's the tall, handsome(not really, IMO) katana wielding badass, who just happens to be a constant pain in the a**(haha) to Cloud.
Fangirls and fanboys alike sometimes pair characters together simply because they think they're both singularly cute/hot, and therefore, why wouldn't they be good together. Sephiroth and Cloud's rivalry/constant struggle could represent a broken heart on Cloud's part, or a concealed lust on Sephiroth's.
But seriously? Don't analyze Yaoi pairings like I just did. It's all in good fun.
Also, Fai and Kuro-pipi are a no brainer. Fai's flirtatious, and Kurogane makes an ultimate sacrifice for the sake of his life. Though they don't/haven't hooked up in the canon, it's a perfect pairing to just fantasize about, if you're a Yaoi fan.
