	A teacher can only give the knowledge. Maybe help a little beyod that. The students have to try.

	I think both are to play but the teachers are the tool to train, not the system. Same applies to the students, is it their fault, or possibly how their parents and home life is. Overhauling the education system wouldn't fix a problem if homelife was troubled too. Its easy to blame a teacher, although admittedly some teachers are quite useless sometimes. In Australia, a new plan of attack is regular checks and evaluation of each individual headmaster of the schools. If it is under performing, then the headmaster is in trouble. It may work, it mightn't.
