He might have been joking about the boobs since lewd comments like that seem to be 'in' at the moment in America. Just tell him to stop saying those things to you if you feel that bad about it. In my culture, your parents say that to poke fun xD

He might be stupid, so he wouldn't be any help to your school work but he doesn't want to embarrass himself in front of you. It seems like he does however, CARE about your school work since he worries so much about your report card.

He's your dad, real life can't be like in the movies or anime where parents hate their kids that much :/
