I think I would start off first with the polite L-san, but perhaps call him L-kun in private. I don't think he'd like such terms of familiarity out in public!

Ryuzaki-san. It's the norm in Japan to use "san" instead of "kun" or "chan" with someone you are only somewhat familiar with. Also, to call him "L-kun", you would need his permission.
In Japan, it is considered rude to change the suffix without that person's consent. neutral

I take Japanese so if you were calling him "Ryuzaaki" it would be "Ryuzaaki-san." There is no need for "kun" or any other thing because those suffixes aren't used much.
If you were refering to him as "L," it would simply be "L." But the pronounce "L" as "eh-ru," since the Japanese have no L's in there alphabet.

I'd probably call him Ryuga since he'd introduce himself as that. But I'd love to call him L-san. D
