Everything I have read on the subject, is 10, however, I suspect that it may infact be as low as 8.
As to how to get more ribbons? If you have played the GBA games, specifically R/S/E, get a pokemon that has won all four contests (say Smart contests for example) [4 ribbons], then put it through the elite four [1 ribbon], try and max it's EVs [1 ribbon]. For a total of six ribbons, before you transfer it. If you have played FR/LG first and transfered it to R/S/E after you beat the elite four in FR/LG you will have a total of seven. Anyway, once you have at least six ribbons in the GBA games, transfer the pokemon to D/P. Once it is in D/P maximize its happiness for a footprint ribbon (that's seven), then there is a girl in Sunnyshore that you can talk to once per day, she will ask you a question, and if she likes your answer you get a ribbon. The type of ribbon changes every day of the week. Talk to her once and you're on 8 ribbons. Then head to the Supercontests and enter the same type of contest you won in the GBA games, you should easily be able to beat the first two tiers in the competition (even if you suck at the dancing part like me), for a total of 10 ribbons.
Now you can freely enter the Ribbon Society (where you can buy three unique ribbons, the first is pretty cheap at 10k, the second is 100k, and the last is 999999 pokedollars, which is the highest amount you can carry).
My mewtwo currently has 14 ribbons. ^^
