Ludibrium Maze?

I died, sadly, on Retz, because I wasn't paying attention. Anyways, I spawned at the top of the central clock tower thing in Ludi.

There was an NPC talking about the Ludibrium maze, but it wasn't ready yet, or something.

Anyone have any info?
