Yeah. The person could always say that they were just a clone and automatically evade the attack. I would need a Hyuuga to identify my target as the original in order to be sure.
Also, people must show their use of chakra in their posts so that their clones would be allowed to exist.I have seen people turn out to be clones when they had not expelled the chakra in the turn before they attacked...

Not only that, but depending on what you do, they could just substitute out.

They would need a nearby person or object of the same weight. If they attempt to just Substitute without an item that is plausible to the area, they would get hit. Plus, what I am working on is...a BOMB. See what they can do to evade when they don't even know what happened until it's too late.
