Maybe I could be Water Gym? I haven't got specific at the moment but heres what I got and plan to do with them.

Empoleon: Trained how I want
Corsola: (Possibly) Needs a bit of attention
Blastoise: Fine, just need to transfer.
Staryu: Needs some love
Milotic: Currently training, she's doing well.
Maybe Poliwag to work on, or Krabby.

Sure, it's not like you have a lack of pokemon to choose from. It is the most prevalent type after all. ^^

Current List:

Krishnath: Dragons
Full-Metal Shinobi: Fire
Froggie of Pwnage: Ghosts
Blue Man of Destruction: Dark
Zack Powers: Slow
Saiyajin-Neko: Water

It varies, the elite four is always on level 100, but the gym leaders are either lvl 50 or lvl 100.

But that doesn't really matter as the game modifies the stats of the pokemon to the choosen level. Say you have a level 79 Empoleon that you want to use, but the set level is 100. No problem, the game increases the Empoleons level to 100 for the battle. The same holds true if the level is 50. The game simply modifies the stats down instead of up. But fear not, it does not change moves. So just raise the pokemon until it has the moves you want and all its EV's are set. ^^

You gotta have a theme to be a gym leader. Captain's rules.

A theme I think I could do best is a suprise team, much like Cynthia had, it didn't follow any one specific type, so it always kept you guessing and made you need a good diverse team. Along with that I'm fine with Dragon, Dark, Poison, Ground, and any other type you want.

Suprise Type:
Garchomp
Weavile
Alakazam
Heracross
Kingdra
Dusknoir

Dragon Type:
Dragonite
Kingdra
Garchomp
Salamence
Flygon
Altaria

Dark Type:
Tyranitar
Weavile
Umbreon
Houndoom
Mightyena
Drapion

Poison Type:
Nidoking
Victrebell
Muk
Gengar
Crobat
Toxicroak

Ground Type:
Sandslash
Nidoking/Queen
Tyranitar
Garchomp
Dugtrio
Gliscor

Cynthia isn't a Gym leader, she's a Champion! >.< Theres a difference, just like taking on Gary from Red and Blue/Green.

I got a Shiny Horsea so I'm adding her to my team! ^^ That I think will replace Corsola, not sure.

Cynthia is, as was pointed out, not an Elite Four member but the champion, and thus uses different rules. The champion will have free hands with his or her team, as long as it follows the no-legendary and no-wobbuffet rule. ^^
Dark and Dragon are taken, so which do you want Poison or Ground?
