No thats one of the three ways to get him. One is using an Item(Which we don't have : P).The other is basic evolution.

Firstly, this goes in the Q &A. Secondly, At the time UltimateChaosmon was listed as a Super Ultimate, you should remember this quite well. Unfortunately, has we have no control over the changes made, we have to go with what is currently listed, that would mean that UltimateChaosmon would no longer be valid in the way that is once was.
