Ghetto over here is not used to mean 'living in a ghetto,' but as in 'someone who speaks in ebonics and usually grew up rich or upper middle class, but pretends that they have no money, which they really don't after they spend it on drugs, jewelery, clothes that don't fit at all, and cars.'

I'm a southerner and I pronounce it 'chav' not 'charv'.
But I agree. They're taking over! Only last week my friend got slapped by some tiny pathetic chav at school because she was 'being sarcastic'. It was ridiculous. She'd done nothing wrong.
