Considering Balmung was probably banned along with Orca, and Wiseman, now Yata as everyone so dictates as well as the storyline suggests, still holds Administrator privileges I think, by a statistical analysis it would be partially true . . . if it weren't for the fact that Balmung had been chosen to be a Guardian for Aura as well as had and held Administrator powers before him . . . Balmung, is essentially better. Then again, Yata had become a candidate for an Epitaph User while Balmung is rumored to be banned .
sweatdrop Sorry for the needless information, I just thought recapping would help me decide (Whited out what I thought to be spoilers). I'm now stuck more than ever.
I'll just say Haseo > all since there's an undeniable news article about it in game .
