the price varries at the market place lowest is probably 300gold i think but you can get them at the fish exchange if you get the right fish ^-^

Basically, catch some fish. I don't know which ones you have to catch...
Once you get a set amount, just trade them in with the fish guy and get the gills... But again, I don't know which fish you gotta catch...
Easier just buying them off the market.
