Makeup (eyeshadow in particular) is used to accentuate the eye.
If we were to go with the theory of "match the clothes," then Icy would be wearing white eyeshadow. talk2hand

But in Icy's case, it matches her skin.
For katana, I'd either use none because she's not a make-up person, or red to match her hair more so than her clothes, or black/dark shades of grey if I wanted to accentuate the eye because she wears those dark sunglasses as well, so it would make the color of her eyes pop out more from being surrounded by dull colors.

I'm burned out on doing art for other people crying I think I need to do some art for myself before I start tackling these commissions again sweatdrop
