If you haven't already all new genin have to report to their Kage's office to retrieve a headband as an approval to train and receive missions. After that the most advisable thing to do would be to train or do missions. Or, y'know yell at cats and pedestrians for no reason. If you have a bloodline you are allowed to train those skills without kage permission.

Only if they are E ranked. The custom techniques have their own reference. Located here. Unlike most skills Custom techniques have a locked post count. Meaning they cannot be reduced unless say with something event wise like the thanksgivings free 10 training posts. The custom technique if above E will still have to be trained. Also they'd have to be approved in the custom technique approval thread first.

Nah. I'm just hovering around for the moment. Doing something with a friend in private.
