Well, it has two common meanings, one of them being "happy" and the other being "homosexual (for a guy, usually)."
In modern terms (how people use the word these days), it simply means "stupid," or anything along those lines.
(I feel for any homosexuals out there who have to put up with hearing that, though I'm straight myself.)
