Rouges and pillagers from the border area of the Water country (near the Mist Village) was Rin's True origins... no he wasn't one of them... he was just a piece of merchandise, for such ruffians had a bit of business with human trafficking. They moved their "business" from place to place, just taking measures to not get taken down by Shinobi. However they didn't last long, they'd set up camp a bit too close to Kumogakure where they'd been slaughtered by a ninja unit.
At that time Rin was only 7 years old, unlike the other captives he didn't have a home or family to return to. Kumogakure became his home, he'd spent three years at the academy and was one of the top of his class as far as academic/book work scores... as far as testing his technique he was... meh average. He is probably the youngest Genin.

Tenrai grew up in a town not too far from his village. He didn't exactly have a fun time growing up. His parents hated him and would hit and curse at him. But he still managed to retain a slight bit of kindness inside.

Well, The only things that I see wrong are that

1) you sadly may not start with taijutsu, you need to learn it; but seeing as you're going to kumo, it's not like you won't get kaiser fist.

3) I'm not sure if getting 10 chakra refunded from everything is too much too ask for D; I need a second opinion lol.

1.) He merely has the name of the style he plans on learning written down. That's alright. If he had any technique listed, then that would be a problem.
2.) You're allowed to start with 30 items of your choice, we don't really tend to ask where they're hidden or whatever. Just so long as they have 30 or less items, they're fine.
3.) That's actually right. A universal 10 chakra off would be denied.

Mmmm... atop this, you have to look at his strengths and weaknesses.
Strengths should just be reiterating what the character's good at. They shouldn't seem like special abilities.
If he were to just have "Powerful leg muscles" that would be fine.
Same would go for the second if it read "Quick witted," or something along those lines.

She's outwardly obtrusive, lacks tact, and tends to say exactly what she's thinking when making any observations. At all times she's collected in her thoughts, but among others she brightens herself, and puts forth a false yet convincing enthusiasm. Tsu was all too talented as a child, learning faster than any of her peers. Unlike most children her age, she had no fondness for free time. Everything was about her dedication to her training. She lived and breathed the shinobi way, and quickly became disgruntled and frustrated with her parents, who were happy being mediocre. As the years passed, she grew more distant from her family, not caring about warmth, celebration, or acknowledgement from them. When her mother became pregnant, Tsu left. In her head, there wasn't room in that house for her and another kid. She didn't want to have to be present in her sibling's life, trying to rear them while she was still so far lacking in her own aspirations. She parted ways without so much as a goodbye, and started in her own travels.

Fifteen year old Tsu arrived in Konoha with little more than the clothing on her back, and a couple hundred ryo that had dwindled down from what she left home with. Accustomed to taking responsibility for herself, she found a cheap apartment, and has since lived alone. Just like any other genin, she attends the academy, all the while judging her fellow young shinobi.
