I don't like smeared liner, and in most cases I think its' tacky if done deliberately, but then that's me.

It's a question of personal taste, just like anything else that has to do with makeup and fashion. I think it can look really tacky or just plain messy if done badly, but very attractive if it's done well.

I nominate Theda Bara as the Queen of Smeared Eyeliner. She knew how to do it right!

New suggestion/rule: Unless you are going to go to an anime convention and you are cosplaying as L from Deathnote, do not smear your eyeliner so thick under your eyes that you look like a raccoon. If you ARE cosplaying as L, don't overdo it. Smeary eyeliner is good for L, but don't go overboard.
