Yuki? please. no he's not. He's got issues bigger than Mars. That silver-haired Quatre look-alike-man can top him anytime. Look at how bad he handles his relationship with Shuichi.
That would be Morinozuka(Mori-sempai)'s throne.
Being the ultimate seme does not mean that you're incredibly serious, evil and bad over your uke. That was the popular concept but.. *shrug*
anyway, another most seme character would be Fuuma.
Sephiroth. I have a hard time thinking of him as a very seme person since i like him bending over for younger cloud and i think its hotter and... *cough*
