Hey man, gotta do something. Maybe even a few conflicts now would add some awesome.
Plus, with the problems growing around Sypher/Yokai and thus forming a little problem between Kiri/Kumo, Konoha/Yukai got themselves the advantage while Suna is just "OHLOLOLNUETRAL"

Start one by accident.
Or, considering the relationship between Kiri and Kumo is bound to weaken, Konoha or Yuki could take advantage of that.
Or all four villages could be jerkasses and gang up on Suna. Whatever works.
Kein could always do it by accident, and In-Game the Jounin and Elders could possibly out-vote the Kage on matters of state. "NOWAR MANA? TOO BAD DEMOCRACY b***h."
It's up to ya'll though. No In-Character reason for me to start a war.
