Generally, I'd say that the NPCs can be one rank higher, with some potential boosts from the beginning. Pick out your skills and work from there.

Mee; Sorry, but it's kind of hard to keep focused right now. We're keeping my sister's cat, until she moves into her new apartment, and my other sister threw it out of her room, where it decided to wake and keep me from sleeping ever so early. >.>
