I nearly mentioned Muraki, but then I figured that whatever uke he'd be with wouldn't necessarily be a willing party... And I dunno, to me, a seme has to be fair enough to give the uke a chance to refuse.

DEFINATELY Tatsuha Uesugi from Gravitation. Especially the remixes... DEFINATELY. There is no doubt in my mind.(that seme guy in 'Passage of a Servant boy' is way up there, too)
Second would probably be Muraki, from Yami no Matsuei. He'd rape all the boys in that show if he really felt the need... Tatsuha has already seme'd everyone in the remixes, he even totally pwnd YUKI, and when I say pwnd he REALLY was quite the dominatrix.
