I'm not sure what all was changed, but according to the rules, you can't use no hands when performing techniques, unless you're a performer singing or playing an instrument, or Buki with Mystic Hero. So, for now this is denied.

It says in the PA rules that using other body parts to perform seals is possible. "• Hand Seals: Hand signs/seals may be reduced to the use of one-handed hand seals. Hand seals cannot be removed all together. The ability to do seals via some other body part is also available, such as eyes, lips, arms, legs, et cetera, but the part involved needs to be able to have a high degree of movement freedom. "
the PA I put doesn't eliminate seals, like mystic hero and performer class, it simply allows him to weave the seals by moving his eyes instead of his hands.

Since they updated the list without telling me, I guess that one is fine. As for your second PA, according to those very same rules, you can only have a max of 500 extra insects. I mean, you can still have it where it could potentially hold twice as many, but in the long run I'm not sure how much good this would do. According to the rules, this is non-negotiable.

Denied. You can't expend chakra or stamina to use a PA. That would be considered a technique, which would need to go through custom jutsu approval, and you wouldn't be able to start with it. Your options here are a 'slightly' modifier or 'mildly' modifier with a 'slight' reduction to something else, or change the PA altogether.
As for your comment, you can't go back and upgrade a PA later. Once your character is approved, those PAs are static. There are other ways to increase reflexes further, such as learning Kiss of Flesh and Steel.

Nindo: "I'm not determined or dedicated. I don't have far reaching goals that will take my entire life to attain, or have bonds I can't sever. Life is too short...I just want to enjoy it. If I help a few people along the way, that's just bonus points." Personality: Hitaite can either be seen as a remarkably beautiful or stupidly annoying person. The way he sees the world is different from the majority of ninja who strive to be the best at what they do. Their passions are being wasted in his opinion. If you want to become Kage, you likely waste multiple years of your life doing so and end up being tied down until you're too old to enjoy yourself anymore. Still though, it's obvious that the compass isn't exactly pointing the right direction. If someone asks him for help, it's likely that he'll say no. Trivial requests just don't fit right with him. If it's not his business, and not an order, he'll likely turn down requests. The boy has a lighthearted demeanor, and is quite the character in large groups of people. He can range from the funny guy, to the story teller, to the playful flirty pervert with ease, because it's all just fun and enjoyable for him. It makes people laugh, blush, and shine with beautiful emotion that he personally delights in. Despite though, it's not likely to see him looking for a romance. He's rather scared of the concept of love and deep set care. Those are attachments that he's afraid of abandoning, because he's so good at moving on that sometimes he doesn't even notice when he's leaving things behind. Both his father and mother stuck true to the way of the Samurai, and raised him under the code of Bushido too. Growing up, he was more than proficient with a katana, able to understand the concept of sword styles rather easily. He took a quick love to earlier styles of katana work, so Tetsu no Ryu ended up becoming his style of choice to study. But...that wasn't the only thing to him. Most samurai adhered completely to swordplay, but it seemed that just as early as he held a sword, he had a different passion as well. As he grew up, he realized the affinity he had with music, able to grasp the concept of reading music and mouth positions properly. In a matter of just a few years, he near masted multiple instruments with having no particular favorite. When he was playing, they had a sensory ninja detect his chakra only to find out that it moved and swayed in accordance with his music, a clear sign of his true talent.
His parents encouraged him to travel to the land of Ninja, and he did. He came by many villages in the span of four years, but ultimately settled down in Kumo. The atmosphere and beauty in the architecture had a nice resonance with him. Then came the rise of the bard, the man who village ninja and workers would find occasionally at parks in the day or the balcony of inns and taverns at night. His music would range from lute, to flat out guitar, to harp, to flute, the possibilities stretched on. He happened to be amazing with his voice as well, his singing and playing in tandem occasionally attracted crowds. The wandering nature he's had all his life of never being in one place for too long makes connections rather hard for him, so he likes to just avoid them usually. The people in Kumo can be rather lovely on occasion, but he just isn't looking for quality people to spend his time on. He wants to play music, live a fun life, and help a few people too. Nothing more, nothing less.

I'm not sure what you don't understand. For your Adrenaline Rush, all you have to do is say "Gains a slight boost to reaction time." That's all. Or you can say "Gains a mild boost to reaction time at the cost of a slight decrease to physical defense". Something along those lines. I recommend looking at the PAs on the profile before yours if you still don't understand. His simply says 'Slightly improved reflexes'.

His father which was the leader of that part and his mother died of childbirth, his father seen strong potential in his son and at the age of five he sent Takeshi to Kirigakure to join the academy to become a strong shinobi, He wasn't really close to anyone in the academy and mostly focused on his training, He horns singled him out among the others though no one really made fun of him. He trained hard until he graduated and is now ready to be a active shinobi.

His father waited until Takeshi was 5 years old before he trained the boy till exhuastion every day for the next fifteen years, sending him off to assassinate others that held power and to kill groups. at the age of Eighteen his father grew afraid of his power, as did the clan and set out to kill him. Late at night clan members attacked Takeshi where he killed each of them and was very confused so he ran to his father. When he reached his father he was attacked, sliced deeply across his chest, he was barely alive but mustered enough strength to kill his father and destroyed the clan that was in the Demon village, killing them all. He escaped and for the next year he healed and trained before deciding to join a village and becoming a real shinobi.

I think I fixed what you said, I didn't get the 20 Ninjutsu thing but I think it's in the right spot

Okay. If you look at the small edit I made to your profile, I put the number of jutsu you get, per element, beside them. Each Element, Raiton, Katon, and Maruton get 6 ninjutsu aside from the starter ninjutsu you naturally have. Then there are two more you can add in freely to any of the elements you have, that you choose.
