well you can go to crowded villages get little attention and lots of ppl to rp with (leaf,sand,cloud)

or you can go to small villages were thers is few members to rp with but u get more attention (mist,stone)

Well the rules say that a Genin must receive Jutsu scrolls in order to train so if a Kage is inactive, I will never get anywhere.

Most people are just finding said scrolls in the Academies. I'm quite guilty of that myself.

That rule should be changed then, shouldn't it?

Also, when does one cease to be a Genin and rank up?
