I can tell you right now that this would probably be denied for the sheer fact there are two characters. The only way to have control of two characters in any one village regardless if they're twins or not is if one is a tamer and the other their companion. In order to have twins, you would need someone else to play the other character. Now, I could be wrong, but I don't believe so.

Liori Quin Mundo was born to a small clan living in the Land of Earth. Her clan made its living in a small corner of Iwagakure hidden from most the village her family was apart of the Iwagakure's Explosives Corps, from assassination to demolition. Liori originally didn't show any potential for Bakuton, forcing her to be the clans house keeper. She led a quite life until her little brother was born, her mother had cheated on her father. Her father had his suspicions but it wasn't until his 'sons' test showed that he wasn't a member of the mending hands section of the clan but rather of the explosive skin. Her father was furious leading to them splitting up, her loving mother quickly showed her true colors not wanting anything to do with Liori or Gero, not even fighting her husband for custody. Things were rocky being Gero's older sister, she was jealous of her brothers knack for Bakuton but also felt a sort of resentment for tearing up their family. While things weren't great she quickly continued her quite life.. until the ripe age of nine when terror blew through the village. Someone of the clay mending mouths had gone rouge it seemed, bombs went off around the village causing dozens of deaths. The black ops were not able to catch the Bakuton user in the act thus the Tsuchikage had to make a tough decision, unless the clan turned over the killer the members of the mending mouth would be cast out of Iwagakure. When no one stepped up the decision was made for him, those of the mending mouth were exiled from Iwagakure, many members of the Explosive Skin left with them declaring that exiling one side of the Bakuton exiled both.
The clan started splitting up quickly as individual families began branching off with hopes of many of the different lands to make their mark. Liori, Gero, and their Father decided to head to Kumogakure. Nearing the border of the Land of Lightning they were stopped, Liori suddenly paralyzed with pain, her mending mouths were beginning to awaken. The pain was to much for her young mind causing her to pass out. When she awoke her family was in an inn, father scolding her brother for something before they noticed she was waking up. The mouth on her chest had opened up first, an anomaly within the clan being that its usually last and slowest. Having a new mouth rip open on her chest in an instant was surprising to say the least and the pain that came with it opening at one was well beyond a child's pain threshold. Liori was numb when she began sitting up, her shirt was stained with blood. Her father had sewed the mouth shirt per tradition, while she was asleep. When she tried asking why her father was so upset with Gero they both shot her down, telling her it wasn't her business.
The mouths in her palms hadn't opened yet, which had her father confused. he didn't want to leave the inn while she was at risk of passing out from pain... but the Iwagakure bombings had reached the small towns ears. He decided that it was a better plan to stay in the town and wait to be kicked out. Later that night when the family was sleeping a rock had been thrown through the window, a note attached. Her father urged the children to stay in bed while he checked it out. He carefully stepped around the glass, picking up the rock to read the note. 'We know what your kind did-' Is all her father read before a kunai entered the side of his throat. Liori and her brother watched has her father fell to the ground, blood spraying on Liori's bed as man entered the window.
In the dim light Liori could make out an Iwagakure headband, someone had tracked them down. The man looked between the kids deciding on taking out the boy first. As he wrapped his fingers around her brothers neck and lifted him in the air Liori's mind... broke. She let out a blood chilling screech as she charged the man, stepping on the glass as she jumped on his back. She wrapped her tiny hands around the side of his neck, the mending mouths tearing open and biting down on his flesh. Liori only came to her senses when she saw her brother cowering in the corner. She had torn out the mans throat, her hands covered in warm sticky blood. The inn's owners finally busted down the door to find two dead adults, one scared child, and one child drenched in blood. The towns law enforcers were forced to lock her up until they could question her brother. She was quickly released when it was shown that the she only killed in defense of her brother.
The two children buried their father the next morning with the help of the inn keepers. The owners offered to look after the two until they could contact their remaining family. Liori refused their help, telling them they didn't need help from a village who let her father be murdered. And so the two children left, Gero was reluctant to go but followed his sister anyways. They made it to Kumogakure's gates nearing a month later. They were out of food, water, and money... she didn't know how she was going to keep them alive in an alien city, in an alien country. The children found a corner in the cities slums, under an area where three roofs met. They weren't safe but at least they had protection form the rain and later snow. Liori quickly gained the reputation of being a thief, she stole a lot to make sure her remaining family stayed alive. Over the coming years she was banned from the market place, thrown in a cell numerous times while she saved money up for the pair to enter the academy.
Liori had a tough time in the academy, being much older than most of her classmates she didn't fit in. She didn't mind though her brother seemed to finally be smiling again, and he had finally said his first words to her since the night at the inn. She finally felt like life was turning around for them, until she started to fall behind in the class. Being that her brother was the star of the class she needed to make sure he had his energy, so not only was she trying to study but she was still stealing to make sure they could eat. The day of the final test finally came her brother passed with flying colors, she was proud but she was also dreading her turn she was so busy getting food lately she hadn't had much time to practice. She failed her first two tries, finally creating a clone on her last chance before having to retake the class. She finally did it, she got her family back on its feet... well that's where her story starts during the trip to get her headband. ----------------------------------------

However due to recent wars, the destruction of Iwa, and the death of his parents Ichi was moved to that of Kumogakure and placed with adoptive parents. His adoptive parents were part of Kumo's elite op ninjas that were said to not only protect ally villages secrets, but also ensure that aspects of their culture survive in case resurrection of the village or culture was to come. The infant Ichi was handed to a Mr. Yagami Hiro and Ai Hiro who in their own rights were powerful ninja. Ichi himself was not renamed, rather it was to preserve an aspect of his village and culture that had been whipped away by those that saw to destroy no just the village, but him as well, a foundation that was the future of the ruined Iwagakure. As Ichi grew, his adoptive parents seemed to take a strong liking to the sweet infant, even going as far as to giving him a mark of their family, in a way completely adopting him into the culture of Kumogakure to better ensure he has a happy life. However, Yagami and Ai both knew that sooner or later traits and specifics of Ichi would began to surface as he grew older. Things they could not suppress, even if they wanted to for Ichi's own safety and happiness.
As Ichi gradually got older and attended the ninja academy it became very apparent that he was not like many of the other students, something even he himself began to notice. He had a lack of "talent" if one could call it for the favored Raiton [ Lightning ] Release that was heavily favored in the village and more over Ichi seemed to lack particular skills in many ninjutsu. However, one day during a practice fight, an explosive would change everything for the young Ichi, not only shocking him but in some ways counting him towards an outcast. Ichi would let his anger get the better of him after being belittled by his fellow students and attack to throw a punch, however after making contact, an explosion occurred, seriously hurting the other student. Right away Ichi was shouted at for having an explosive tag, but inspection showed otherwise. However teachers, parents, and students alike looked at him differently and even called for his removal from the academy for a time due to this incident. His adoptive parents however countered, reminding others that he is a child that knows nothing of his heritage or this unique bloodline that had manifested it's self after lying dormant until now. Though with some hesitation, the village allowed for Ichi to continue in the academy, though he was greatly excluded from joint training and the student he scarred hold great resentment and hatred for him.
Upon graduating from the academy, Ichi took a few years longer due to set backs of parents against it, teachers against it, and at one point even high ranked village officials. Despite graduating later than some of his peers, Ichi still feels that he will be able to repay not just the village, but his adoptive mother and father for caring for him as if he was their own flesh and blood. It is also now that Ichi wishes to learn more about his bloodline and who he is as an individual. Only time where tell where this path he has chosen to take will lead him and how his future will be set for no just himself, but for the many other people he comes into contact with as well.

Born to two mothers, Hirohito has always been in a loving, open environment. They encouraged him to do lots of things, which gave him incredible confidence and even a sense of humor later on. Originally, the only child dreamed of being a medic like his non-birth mother, but then he discovered he had an affinity for snow jutsu. Then all three of them realized that his birth mom was a Shinsetsu, a fact ignored for generations due to a lack of ninja in the family. Both his moms eventually decided he could go to the academy, and Hiro's been learning jutsu ever since.

Nindo: "Always Observant, Always Watching. The perfect time to strike always follows great patience" Personality: Shikage has always been the odd of the odd when it came to his behavior around other people. First thing is that he is quiet and anti-social to a point as if the person trying to talk with him doesn't strike up the conversation than he doesn't even bother. Then comes his tactical and cunning mind, he is always thinking of how to get out of this situation or use this one to his advantage and it normally results in him utilizing three or more strategies to win at something. He tends to stick to the shadows when working in groups for sparring and what not as he watches his opponents with great interest learning their moves and how the maneuver around certain things. When the time comes to attack he already knows the weakness of his opponent before they even do themselves. Due to theses types of behaviors people have decided to nickname Shikage the Iron Sand tactician of Sunagakure, or the Iron Sand Devil. He took a rather liking to this name and has never tried to talk people out of calling him it.
When Shikage finds someone he likes he tends to watch over them like a guardian angel, however he is always practicing the ancient rule of keep your enemies close but keep your friends closer. This reason is because he doesn't trust anyone other than himself not even the Kage of any of the Villages are worthy of his trust in his eyes. Kage can be bought or killed and replaced by the secrets of the Village, his friends and family can be convinced to go against him for either idiotic reason or by force mentally and physically, while Shikage himself thinks that due to his cautious nature he can't be bought or forced to do something he doesn't want to do.

During his father's time as a shinobi he was very skilled in recon and espionage, so naturally his father was a spy and assassin for the Hidden Leaf Village. During one of his missions he was found out by a Anbu of the Hidden Sand Village and taken in to the Kazekage to be tortured and executed. When his father realized he was going to die he released a hawk that returned to the Hidden Leaf Village informing the Hokage of what was going to happen to him and the information he was able to gather during that time. He also requested that his wife and child be given the pay for the mission and allowed to leave the Village so that his son would never know the truth about being a Shinobi. The Hokage agreed and did as Shikage's father requested but before he did that he told Nico what happened to his father and asked him if he would like to join the ranks as a shinobi for the Village. Shikage mearly shook his head and left with his mom and he held a strong hatred for the Leaf Village now for what they did to his father.
His childhood in the small Village he called home was somewhat pleasant as he had plenty of woods to explore and the Village elder was very knowledgeable in strategy and the art of war. Shikage found himself spending a great deal of time with this man learning everything he could from him until he was about twelve years old. On the day of his twelfth birthday the elder took Shikage inside his cabin and told him the truth about his identity as he was a Shinobi of the Sand sent here to spy on the Leaf Village. Shikage simply grinned as he listened to the man before telling him that his father died at the hands of the Sand Village but he didn't think it was their fault but in fact the Leaf Village's fault. The elder then told Shikage that he would send word for him to be escorted to the Sand Village to become a shinobi for them in which Shikage agreed with a massive grin.
During the six months until the Anbu from the Sand arrived Shikage spent his time in the woods meditating on what he had learned from the elder and his own knowledge of the Hidden Leaf Village. His mother didn't like the fact that he was spending his time in the woods but he didn't listen to her. Shikage continued his research on strategy and the art of war during his travels to the Sand which his mother knew nothing about through the scrolls the elder had given him. It took then almost three whole months to reach the Sand Village due to the fact that Shikage couldn't keep up with their speed but that didn't matter as the elder had already prepared a room for him to live as well as gave him a allowance to eat off of. Shikage simply thanked the man in his head and changed into something more relaxing and headed to enroll himself into the academy.
Shigake was now thirteen and ready to join the academy and start his life as a shinobi. While he was in his first year there he acceded the limitations his teachers had thought for him as the elder had indeed taught him well. His knowledge of the basics of a ninja as well at the ethics and responsibilities were more than even some of the students that had recently graduated. About three years in he was ready to graduate but he declined the offer as he had found something that he was interested in and wanted to take time to learn more about the strategies and battle maneuvers and how they worked. The teachers agreed and gave him another three years to learn before they would give him the graduation exam.
Now nineteen Shikage passed the exam which was a fight with one of his teachers with almost flying colors as he even gave his teacher a hard time due to his knowledge of strategy. When he left the academy he had been the oldest in history to graduate but he was also the only one to request that he have more time to learn some more things before he moved on. His patience was extraordinary and the teachers at the Academy had high hopes for him.

Born far from the hidden lead village, and hidden away for reasons unknown she was to be raised without anyone ever knowing she had existed. Even her mothers conception was so closely guarded a secret that no one in the leaf village save for three others even knew and by the time anyone would or could have found out her mother had been deployed on a covert mission. Whatever the reasons for such secrecy may never be known. Mission details, if any exist, are sure to be rare in the extreme and will be a leaf village secret for sure so its unlikely Yukie will ever find out the truth ...
She would be raised for two years in secret. A decommissioned and forgotten war bunker severing as her home in that time. Its unknown by whom but at some point around her third birthday an assassin stuck the bunker. Killing her mother, leaving her skinned and hanging at the neck by a noose from a tree. Yukie has by some miracle escaped the same fate but no facing starvation fled into the wilds. Days into her travel she collapsed. Close to death, covered in cuts scraps and bruises she was only saved by a passing group of Sand village Jounin on their way home after a mission at the edge of their lands.
At first she was thought blind and thus of no ninja skill value so given food and bed she was left in an Orphanage for two more years before it become clear her blindness was anything but. Seen now as a grand prize, A wielder of the Byakugan

He was taught to use one of their signature weapons, and once that feat was mastered, he was considered a full-fledged member of the hidden clan. He was never as good as many of the other members, but strove to match their skill as best as he could. He was looked down upon by a few members who considered him the weak link, and Masaru discovered his Kekkei Genkai ability and uncontrollable rage during a skirmish with one of the members, of whom he brutally killed within minutes of the fight. There was a rule against killing members of the clan, and this one happened to be a highly valued and respected one, causing the entire clan to turn on him.
Fleeing from the mountains, he took refuge within Kumogakure's village, hiding among the common villagers. Enrolling himself into academy at age twelve. (Will flesh this out and everything later.)

She would be raised for two years in secret. A decommissioned and forgotten war bunker severing as her home in that time. Its unknown by whom but at some point around her third birthday an assassin stuck the bunker. Killing her mother, leaving her skinned and hanging at the neck by a noose from a tree. Yukie has by some miracle escaped the same fate but no facing starvation fled into the wilds. Days into her travel she collapsed. Close to death, covered in cuts scraps and bruises she was only saved by a passing group of Sand village Jounin on their way home after a mission at the edge of their lands.
At first she was thought blind and thus of no ninja skill value so given food and bed she was left in an Orphanage for two more years before it become clear her blindness was anything but. Seen now as a grand prize, A wielder of the Byakugan

Personality: Yukie is of the mindset that if you can then its always better to do things yourself then relay on others. People are unreliable, unpredictably and uncontrollable in her eyes. That's not to say she doesn't have a select few she counts as her trusted friends but the list is short and she trust very few within that list with her personal secrets.
She generally has a hard time getting along with and opening up to most people and finds solitude more comforting then company. She'd rather have a book then a chattering know nothing fool of a partner. She also can't stand incompetent people and will often times try to avoid them if she can.
Shes unafraid to confront people, even her superiors, with an opinion of things and while she does respect them she often times comes off as hot headed, unrefined and over confident and even unpredictable herself. Though shes proven more then competent to to execute orders even if not in the fashion shes directed to. Her way of thinking is to get to the end goal even if the fashion in which its accomplished differs from what shes suppose to do.
For all her flaws though shes a natural born leader and will assume command of any situation if given the chance. What she might lack in battle experience and people skills she more then makes up for with ingenuity, raw natural skill.
To those few who do know her personally however shes not the same person on the battle field as she is off it. To the rare few she will bequest her secret gender problems with. Otherwise keeping it a secret even from her teachers due to personal fears and emotional short falls.
While she might be a little brutish and cruel on the battle field her nature when off the clock is much more soft hearted and kind.
