You can get a color job for cheaper without ink, but of course, it wouldn't be as clean that way. And the cheapest coloring job I can offer is doing it with colored pencils. Because I haven't used colored pencils in a long time and there's no "undo" in real life if I try something that goes horribly wrong, chances are it'll come out the crappiest of all color options, hence why it's the cheapest.
For a substantial bribe {substantial being well over 100k}, I would redo/refine it before inking and coloring.
Of course, items on mine and Ryzan's wishlists which have that kind of value will also do {though I prefer gold so I can put it in my giant vault and swim in it like Scrooge McDuck ninja }
