Most professional pixel artists i know (or follow) use Cosmigo ProMotion. Some use GraphicsGale and other programs but the general consesus is that ProMotion is one of the best. (especially if your making tiles)

But if your doing it for fun just use ms paint or one of the other free downloadable programs such as MT Paint, GIMP, Paint.net, Timanthes (great for wide pixel and C64 restrictions), etc.

MS Paint is very good, though some areas do lack and recoloring is effing tedious. D:

I haven't personally tried it yet, but GIMP seems good for a free pixeling program. http://www.nonpronoia.net/desdemona/tuts/basicdoll1.htm is the tutorial that recommends it and it seems helpful enough. C:

For first timers, though, Paint should suffice for beginning experimentation and learning. (You get all the basic skills there anyways.)


If you use a limited palate, it's actually pretty easy to recolor in Paint:
> select the color you wish to replace for the foreground color
> select the color you wish to change to for the background color
> use the eraser tool (right click + drag) to go over the color you wish to replace

To change the eraser size:
bigger (ctrl +) use the (+) by the side number pad
smaller (ctrl -) use the (-)by the side number pad
