Well, while there is an "emo" scene and music style (though I've yet to hear it in the actual music but it's apparent in the lyrics, in which case MANY songs are emo), I'd say that being emo mean that you are emotionally challenged.
You experience all emotions more than any human being should and you express them in the same manner.
Thusly emo is slang for emotional.
And as such, everyone is emo just at certain points in time. Some are more emo more often than others, but it's still something that isn't limited to fashion or music.
