Ali has never been keen on the idea of taking up any kind of leadership role. So when faced with the fact that he was expected to lead the little band of desert wanderers that he came to see as his family he immediately started looking for any way out of the role in order to avoid the responsibilities that came with leadership.
As intelligent and charismatic as he is, the Earth Balam is just too content to play the supporting role. Ali wants the benefits that come with a high rank, but he is just not willing to take on all the responsibility. So, he allowed himself to play the role of a lazy fool of an older brother figure, and allowed the title of future leader to be handed over to his younger brother figure. Thus, he was allowed to be a sort of second or third in command. All the benefits with little work.
