Chelmsford is the county town of Essex, but occasionally the council try to make it a city. Colchester is also a town, and will not be upgraded to city status as it will then loose its oldest recorded town status.
But towns and cities are a bit messed up.
I'm sure St.Andrews is counted as a city (because of it's cathedral, and other historical stuff). But the shopping is crap and it's only the size of of a medium-large town. There's only 3 shopping streets, it doesn't feel like a city.
