i know my char should not even be able to use it very well and i posted that he was now were neer mastering it

Near mastering it? You shouldn't even know how to do any jutsu! Your character is 14, and your trying to say he has nearly mastered it. Pain (anime) has maybe mastered his Rinnengan, but even if he has, even Pain wouldn't have mastered it at 14.
Your character should have only discovered how to do part of it. Here's an extract from the kekkai genkai thread :

**Good Example:
Genin: discovered the KG
Chunin: learned to use it faster/wiser
Jonin: almost complete mastery of it
Next rank (optional): complete mastery of your CKG

**Bad Example:
Genin: My CKG pwns all!!!

Academy student:10% discount and power to see chakra system
Genin: discount uped to 15%
Chunin: discount uped to 25%
Jonin: discount uped to 40%
Next rank (optional): discount uped to 60%

one thing could i say that my char could do a b rank jutsu with not problem it just takes all of his chakra.

Answer these questions for me please.

Are you able to use high ranking jutsu only after seeing them? Like you are able to copy a ninja in that instance, or is it more "at will" use of high ranked jutsu?

Is the your constantly active CKG draining your chakra as it is active?

Are you able to master a said jutsu after a single execution of it?

Is there a limit to how many times you can copy/use a high level jutsu in a single spar?

it can not copy any jutsu. you still have to know that jutsu

no it does not drain chakra.

it does let a person master a jutsu faster but not after on use. if depends on the jutsu rank

like i said with the first question it can not copy jutsu. lazengann give a discount in chakra use. the use of jutsu still depends on the person chakra but it a discound

really the Laxenggan is for ninja's that have low amount of chakra. it alows people with low amount of chakra just as effecent as ninjas with high amount of chakra
