Because according to the Food & Drug Administration, a food must contain chocolate liquor to be called chocolate. Chocolate liquor comes from the cocoa bean, which white chocolate includes. cool

But there is no Chocolate liquor in white chocolate, therefore it cannot be chocolate.

...It's all one big conspiracy, I say! xp
