I believe that a lot of people are getting the teacher/student thing as a part of shota wrong. Mainly because they are putting in students who are not pre-pubescent or pubescent but a much higher age, say 17 and 15. One example of this is the fact that they say Junjou Romantica is shota. When clearly there isn't a pre-pubescent or pubescent even in the anime or manga. NA d another thing is the teacher/student shota rpg's out there. 90% of the student are 17-19 and maybe 10% is 13. This clearly shows that there is some sort of mix up happening.

well this true. And that one of the biggest problems, because it's not correct. A good way to look a this is like if the boys are undeveloped meaning no hair down there, then it's shota. However, if the boys are developed, mean hair, then it is not shote. It's kind of looking it at the perspective of pedifiles. So the definition gives a certain age group.
If the boy is 14 then they should already be done with puberty, according to studies, so then it would be consider shota. And yes by people bring in the age of consent makes it confusing.
I think that shota is more like pedifilia where is not a matter of the age of consent but wheath or not the boy is developed and it's leans to the not developed end.
