I believe they were refering to Castle Oblivion and how they couldn't see it at the time because it just showed up as a blurry mass on their signal.
A planet that has not been completed will have an object circling it that glows.
A planet that has been completed will not have a glowing object circling it.

No, I'm fairly certain it is how I said it is, for when you arrive at a new planet it has a circling glowing thing.
Also, they were refering to Castle Oblivion, for I believe that's one of the first times it shows on their moniters.

Yes, if completed the outer ring sends sparkles up.

I don't believe they've made a game yet about that.
It wasn't 1, 2, CoM, 358/2 Days, and Birth by Sleep is in the past as well. Although Birth by Sleep ought to explain what it might be about.
Kingdom Hearts 3 will be the game that will most likely tell you exactly what's in it.
