We will use the Wi-fi counter on the bottom floor of the Pokémon Center to battle.

If it's not on that list, then it's not an uber. That means you can use Heatran, Tyranitar, Celebi, Jirachi, Garchomp, etc. because they aren't ubers. Legendary and uber are not the same thing. Also, the only non-legendary Pokémon that are uber are Wynaut and Wobbuffet (Wynaut because of Shadow Tag being annoying and Wobbuffet because it's lethal).
