I heard both; it would be more raw, maybe even live.
But recently, I watched an interview (sorry, I can't remeber the exact source) but Gee said it would be the "follow-up" album to the Black Parade, coming out after their touring, after their long breaks, and of course after composing it. "Around 2009" was an estimate from a newspaper article.

It could be most anything, if you ask me.
Bullets was mostly about love and the struggles that go with it, Three Cheers was more about vengeance and human evil-osity, TBP was all about redemption, human nature and a few details from the previous 2.
Also consider that TBP was a bit of a reflection on current Gerard rising from the ashes of his formerly drunken, tortured, flawed self. Now that all the horrible s**t is behind him, maybe they;ll go back a bit into songs about life in general and not something too far-fetched.
It's probably going to be more stripped-down, honest and raw, like Bullets but maybe more upbeat and less despairing.

Well, even if Gee is over his alcohol problem, a lot may be going on in his life as well. I think the fact that they've been touring so long, and how it may have affected their personal lives may come out. I think that they are going to have to evaluate really carefully how they evolved from Bullets to The Black Parade, and they'll be able to build up from where they are now. I think that there's a very philosophical side to The Black Parade. Hopefully we can get that again, plus some of that Freddie Mercury-ness that came up. And even so, the new album will be different and unique. Hopefully, it won't sound like all the other albums. If the next album is just as unique as the last three, we need not worry our pretty little heads off. blaugh

It has basically been MCR non-stop since Three Cheers, so I can see an album where they're reflecting on how they've been changed by being on the move for so long and if they have any adverse reactions to being back at home again. And of course they should keep some of that good old Queen-esque showiness. Nothing like a flashy live show or video to drive a point home.

I'm just throwing a wild guess here. Like their last three albums, it'll tell a story, so Gerard says.
I'm guessing that it'll be a girl who runs away from home to escape the pain of her life. She encounters a number of people along the way and she works to resolve the conflict within. Eventually, she comes to terms with herself and returns home.
Yeah, wild guess.
