First of the first attribute, it can already shut down other dojutsu giving it even a small amount of the sharingan ability to read movements would make your dojutsu to over powered.

Second attribute: I think our genjutsu rules don't allow more than one genjutsu to be active on a single person at the same time. So mixing two would probably be the same thing as placing two genjutsu on him, thats why they are denied.
