Well, he would have to be L Lawliet from Death Note. I mean, seriously, even if he DOES look weird and he looks like he hasn't taken a bath in, like, AGES, he is really cool, what with him putting reason about the killings made by Kira, when normal people wouldn't. xd Plus, he's super cute and super adorable!!!! For me, Orihime Inoue from Bleach... and no, I'm not some anime noob. Orihime has such a sweet charm and innocence about her but at the same time, she is the definition of beautiful (at least in my humble opinion). So, if I had to choose one anime girl, it would indeed be Orihime.
