If only the first generation items would complete evolving, then why would the other generation items be released? If only one would finish, many people would be cheated out of their money, and people have sued over things like that. That, and all of the items have "programs" or "codes" that make them do certain things. The code for all of the generations of one particular evolving item are the same, just the time in between the "start point" of these codes are different.
I hope that wasn't too confusing.

Okay, let me try again. (I tend to skip some things)
All the items in any game or website have set "codes" that they follow. Otherwise, when you wanted to equip something, someone would have to reprogram your avatar so the item was included in the code.
Now, the codes for the different generations of, let's say, the Pora Ice, should be exactly the same, except for 2 things. The name, and when the code was "activated". So they should all take the same amount of time to evolve.
To give a similar example, if you took multiple copies of the same movie, started playing one, then started another a little later, and so on and so forth, they would take the same time to reach the same place.
Was that any clearer?
