I'm guessing he may mean Saibok as well,
but not only was he not that important,
there was some talk from Roddenberry that he may not
have considered Movie 5 canonical.
(So, he wasn't important to RODDENBERRY.)

BTW,
this question seems to have an answer that's
a matter of opinion,
especially since the obvious answer to just about
everybody is either Spock himself or
Sarek.
Questions with disputable answers aren't good
