Inspector Gadget is from this really old show. He uses mechanical contraptions like the ones your avi has xD

oh.. i mostly made this one because i wanted a steampunk avi XD
and yeah its the star as eye thing plus the monocle that makes u look like some pervert. they kinda makes those eyes in animes
