I hear people talk about them lots...
but what exactly ARE they?
and do they help?

Depending on how they're done, they can help with lung capacity or even as a light but effective (over time) abdominal workout.

1. Singer's Exercises
Go to any vocal instructor and ask to learn breath control. It may cost you a bit, but they'll be able to explain things in person that I could never describe adequately with only words. Gestures have to be involved, too, and the instructor needs to be able to watch you do the exercises so that she/he will be able to correct you to do them in the most effective ways possible.

2. Abdominal Workout Breathing
Lie on the floor with your knees up, feet on the floor or propped up onto something so that the small of your back is flat against the floor.
Inhale with a completely relaxed stomach. Don't even worry about how it looks or how poofy it gets. It's supposed to. Take a four-count to inhale (count to four).
Hold for another four-count.
Exhale forcefully for a four-count, making an SSSSS sound with your mouth, and get the air out of your body as fast as it will go. Get it ALL out. It should only take a four-count, unless you have asthma or emphysema or another breathing problem; if so, just push it all out as fast as it'll go. Strive to push your belly button into the floor. During the last part of each exhalation, tighten your buttocks. They may lift slightly off the floor; that's okay.

Repeat 20 times. You'll be amazed at how lightheaded you feel.

SINGER'S EXERCISES WORK.
Let me just say that. I'm in 3 choirs at my school, we've been all over the world in competitions [just last April we won 1st international in Italy] and we do singing exercises 5 times a week, and of those 5 times, I end up doing it 3 separate times. [1st period, 6th period choir classes + after school Master Singers]

And many of the exercises that I have been in have helped! A lot.
One simple exercise that I can explain in text, is to breathe in deeply and LOW, filling your BELLY with air, (not your chest!) and as you inhale, slowly raise your arms in front of you (until they're above you're head). Then, 'hiss' out slowly, like air out of a tire/balloon, slowly slowly slowly lowering your arms. Try to portion your exhaling by counting in your mind to 10 slowly, starting at 1 with full lungs, and then ending at 10 completely empty.
Inhale again, and exhale for 15 counts.
Repeat, adding 5 counts each time, until you're comfortable with doing it 30-45 counts. It's hard at first, but it WORKS.
