This looks sketchy, but it has worked for me every time I got stuck on a story. When I had an idea in my head that wouldn't go away, but I had no idea where to start, I used this method.
It really helped me, and I plug it shamelessly to anyone who will listen. It's called the Snowflake Method.

It helps you develop your storyline as well as your characters, and it helps you to create a pretty solid first draft.
(Don't buy the program. You don't need to. You really only need Word of some sort. Excel helps a lot because of the spreadsheets, but notebooks work just as well as all that fancy stuff.)
