”Hello Students, I am going to be your muggle studies professor this term. I am Professor Millicent. I am from an all wizarding family, though when I was attending Beauxbatons Academy I found I had a liking for Muggle Studies, I received my apprenticeship in muggle studies in France and then moved to the United Kingdom to work at the Misuse of Muggle Artifacts Office at the Ministry of Magic. I left the Ministry because I was not enjoying the work there and applied to teach here at Hogwarts to help us Witches and Wizards understand the Muggles and live in harmony with them. This is my second term teaching and there will be a few changes from last term. We now have a text book that I will be requiring all students to bring to class each time we meet, you may purchase one for one Galleon upon leaving class today. The Text is entitled Muggledom the and the magical world by Magnold Mundane.” She finished holding up a copy of the book.

"Each wizarding governing body will be responsible for the concealment, care and control of all magical beasts, beings, and spirits dwelling within its territory's borders. Should any such creature cause harm to, or draw the notice of, the Muggle community, that nation's wizarding governing body will be subject to discipline by the International Confederation of Wizards."

Muggle Protection Law
The International Statute of Wizarding Secrecy is a law in the wizarding world that was first signed in 1689 then established officially in 1692. The law was laid down by the International Confederation of Wizards to safeguard the wizarding community from Muggles, and hide their presence from the world at large.

Madame Millecent then lectured more about the Satute.
"The Statute was introduced because of the widespread persecution of wizarding children by Muggles, the escalating attempts by Muggles to force witches and wizards to perform magic for Muggle ends, the escalating attempts by Muggles to force witches and wizards to teach them magic, the increasing numbers of witch-burning, the increasing numbers of Muggles being burned in mistake for witches, and the failure of Ministry of Magic Delegation to Muggle King and Queen (William and Mary) begging for protection under Muggle law.

The Statute states that each individual Ministry of Magic is responsible for hiding the presence of the magical community in their own country. Each Ministry is held responsible for, among other things, the control of magical beasts, curbing public displays of underage magic, and ensuring that magical games and sports are played without fear of discovery.

Breaches of the Statute, such as using magic in front of Muggles for no good reason, are dealt with by the Ministry, with a variety of punishments available to be enforced upon the offender. If the breech is violent and intended to cause Muggles harm one can find themselves in Azkaban, or a similar Witch and Wizard Prison.

Since the International Statute of Wizarding Secrecy was enacted in 1692, wizards and witches have hidden the existence of magic from Muggles. Thus, most Muggles are either afraid of magic or believe it to be nothing but a childish fantasy. Wizards and witches hide their world with Muggle-Repelling Charms, and if a Muggle witnesses a magical event or sees a magical creature such as a dragon, their memories are erased. Confundus Charms are also occasionally employed to encourage Muggles to ignore any magic they witness. Violations of the Statute of Secrecy in England are prosecuted by the Improper Use of Magic Office, and the Misuse of Muggle Artifacts Office tries to keep bewitched items away from Muggles.

Wizards and witches thus organized their own society, known as the wizarding world, distinct from that of Muggles. There are some exclusively magical settlements, such as Hogsmeade, but also magical communities hidden within largely Muggle ones, such as in Ottery St. Catchpole and even in London, which is known as Diagon Alley. Beside just having a secret magical world in London, New York has its own secret magical community known as Grenwhich Alley, an Paris has one known as Rue Clarvoyant. Magical people also have a separate currency system and government. The Ministry of Magic, here in the U.K., maintains relations with the Muggle Prime Minister, but they do not appear to be subordinate to the Muggle government."

Muggle-Born Registration Commission
Excerpt from book page 30.
The Muggle-Born Registration Commission was set up by the Ministry of Magic following Voldemort's takeover on 1 August, 1997. The public goal of the Commission was to force all Muggle-born wizards and witches to register with the Ministry, then undergo interrogation as to how they "stole" their magical power from "real" wizards and witches. The true purpose of the Muggle-Born Registration Commission was to imprison and degrade Muggle-borns. Dolores Umbridge was the head of the commission.

Madame Millecent lectured more about the commission
"The Muggle-Born Registration was set up within a month of Voldemort taking over the Ministry of Magic, supposedly because the Department of Mysteries conducted research which found that magic could only be inherited, and thus that any "so-called Muggle-born" must have obtained magic by force. The Commission was then set up, supposedly, in order to investigate this. This news was reported by the Daily Prophet.

In reality, the Commission was an instrument of discrimination against Muggle-borns in line with Death Eater ideology. Although they claimed to have "issued an invitation" for Muggle-borns to meet with the Commission, the Commission in fact forced Muggle-borns to turn themselves in, sending Snatchers against any who tried to avoid them. Some people pursued by Snatchers, such as Dirk Cresswell and Ted Tonks, did not survive the encounter. Furthermore, their "interviews" were shams, fully intent on sending innocent Muggle-borns to Azkaban, or stripping them of their wands and jobs, leaving them impoverished.

The Commission had Muggle-borns who registered fill out questionnaires about their family history, and then wait for their trial behind bars in the Ministry of Magic. While awaiting trial, they were guarded by Dementors, and threatened with the Dementor's Kiss if they resisted. Trials were held by Commission head Dolores Umbridge, who was assisted by Death Eater and head of the Department of Magical Law Enforcement Yaxley at times. Travers, another Death Eater, may also have been involved, as Umbridge once mentioned him sending someone to record-keep for her. Those who could not prove that they had magical heritage — in other words, any Muggle-born and potentially some half-bloods — were sentenced to Azkaban for having "stolen" magic. Some, however, were apparently released after being stripped of their wands and their jobs, and ended up homeless.

This led some Muggle-borns to fake their family trees, such as Dirk Cresswell, and others to refuse to register and go on the run, such as Ted Tonks, Dean Thomas and Hermione Granger. These individuals were pursued by Snatchers, sometimes fatally. Their deaths were not reported by news outlets such as the Daily Prophet, only by the rebellious radio program Potterwatch.

Lesson 1
“The study of muggles is essential to the magical world, students.” Said Professor Millecent entering the classroom and starting the very first lesson for the beginning Level students.
Importance of Muggle Studies and the Relation to the Magical World appears on the board as Professor Millecent continues with her lesson.
“The study of muggles is very important because they are human beings too, they are possible partners in life and can expand our knowledge of the world. When one cannot use magic, knowledge of the muggle ways of life can help us get by undetected and it is the understanding of those who are not like us.

I am a firm believer of the old adage that you treat others how you want to be treated, and that is the approach I take toward Muggles. Yes, there are some Muggles that are anti-magic, while there are some wizards that are anti-muggle, these are bias’s that I strive to change within the course of the class. The Study of Muggles is crucial, for without the knowledge of Muggles, us witches and wizards, may not be able to survive. There are more than a fair amount of muggle-born Witches and wizards that have done great things, and plenty of half muggle witches and wizards who have done great things for both the wizarding and muggle communities. Such as Hermione Granger who was crucial in aiding Harry Potter and Ron Weasley in their Destruction of Voldermort’s horcruxes and the subsequent defeat of Voldemort. Also, for eradicating pro-pureblood laws at the Ministry of Magic and campaigning for the rights of non-human beings such as house-elves, as so stated on her Chocolate Frog Card.”
She said taking a look around the classroom for any hands and or questions any of the students may have.

“Muggle-borns inherit magic from a distant ancestor; they descend from Squibs who married Muggles and whose families eventually lost the knowledge of their magical heritage. The magic resurfaces unexpectedly many generations later. For example, the late Professor Slughorn suggested that muggle-born, Hermione Granger, could be related to Hector Dagworth-Granger, a famous potioneer. Other known muggle borns that attended Hogwarts are Mary Cattermole no known Magical relations besides her children Maise, Eloise & Alfred; Penelope Clearwater with no known Magical relations; Colin & Dennis Creevey with no known Magical relations; Dirk Cresswell the late husband of Madame Pomfrey but no blood relations that are magical; Kendra Dumbledore mother to Albus, Aberforth and Arianna Dumbledore; Lily Potter mother to Harry Potter; Justin Finch-Fletchley with no known Magical relations; & Ted Tonks father to Nymphadora Tonks.” She read from the text.

Electricity
“They run off eckeltricity do they?” Arthur Weasley eargerly studies the Dursley Families household appliances

Madame Millecent begins her lecture for the beginning class, as she speaks the lecture appears on the board behind her.

Electricity is a current of energy used by Muggles to power most of their technology. Magic is known to cause interference in the operation of Muggle technology powered by electricity, rendering them inoperative. Chizpurfles will sometimes attack Muggle Electrical items in the absence of magical items to consume. Madame Millecent took a break and looked around for questions, then continued her lecture.

To Use electricity one must first create current. Muggles use three sources to make electricity; water, wind, and solar. With water they make it run over a turbine that has positively charged magnets, that rotates over a set of negatively charged magnets and Electricity is created. Wind creates electricity, via windmills that create electricity in the same manner that the water turbine does. Solar power is absorbing the sun and converting the energy to power via solar panels, it absorbs the ultraviolet light and converts it into electricity.
"Rachelle Can you tell me one source that they get Electricity from?" asked Madame Millecent.

Once electricity is created it can be converted into differing strengths, known as Watts. The Muggles use these watts to power their contraptions. Most Muggle Households have electric wiring, and a Muggle can plug a contraption into an outlet, that is connected to the electrical wiring and it will use the electricity that is in the wiring. Muggles use this current to power their radio’s, televisions, kitchen appliances, Lights, and much, much more.

Lesson 1
Overlapping of the Muggle and Magical Worlds
Professor Millecent reads from the text,
"The Muggle and magical worlds are tied together in some ways. For instance, Muggles sometimes marry wizards or witches and thus become aware of the wizarding world, as occurred with Mr. Finnigan, Seamus Finnigan’s father, when he married a witch. Muggles also occasionally produce a magical child. In Britain, these Muggle-born wizards and witches will often join the wizarding world when they are invited to attend Hogwarts School of Witchcraft and Wizardry. Their parents will thus be informed of the existence of the wizarding world, and may even enter it on occasion, as Mr. and Mrs. Granger did when they accompanied their daughter and the Weasley family to Diagon Alley to shop for school supplies in 1992." She paused, looked around the class for any questions.
"Some Muggles are aware of the magical world but, through choice, choose to ignore it, such as Vernon Dursley, who was aware his sister-in-law was a witch but otherwise remained intentionally ignorant of the wizarding world until forced to recognize it with the arrival of his nephew, Harry Potter.
In addition, there are secret connections maintained between the two societies at the governmental level; for example, the Minister for Magic occasionally consults with the Prime Minister of Great Britain on issues affecting both societies, and it's clear that the Prime Minister is aware of the wizarding world. Each Prime Minister, on the day appointed to office, gets a visit from the current Minister for Magic. The visit encompasses telling the Prime Minister of the existence of magic and that they will only ever need to meet when there is something going on in the wizarding world that might affect the muggle world."

After helping the Beginning students Madame Millecent commenced the Intermediate lesson,
"Welcome back students" She said then commenced lecture
Muggle Currency appeared on the board along with the rest of the lecture as she spoke.

Having an understanding of Muggle money is very important for the witch or wizard on the move. The world we live in today is one that asks Muggles and the magical world to intermingle, therefore having a knowledge of the use of muggle currency can help you. Some examples of how it can help you can be found in your text. In the town of Little Whinging, Harry Potter’s Uncles Hometown, they do not use Wizard Currency because the only wizard to have ever lived there was one Mr. Harry Potter. Little Whinging is one of many cities in the world that are exclusively Muggle Currency users. The chart in your book on page 31 shows the current exchange rate of Wizard Currency into Muggle Currency. Most Muggles, like us keep their monies in a bank, and withdraw what they need, from the bank. Although the muggle bank and the vaults within are only protected with muggle technology such as alarms, and locks, which is very different than the defenses that Gringotts places on their vaults. The Muggle also carries a coin pouch, like we, in the magical community, do.
"I do know this is s short lesson, but it is one that has importance when your traveling because you can not use Wizard currency everywhere. Using Wizard currency in an exclusively muggle currency bank is not welcomed and can lead to legal troubles, with the Ministry of Magic" Madame Millecent said, completing her lecture.

Uses for Muggle Money by the Magical World:

one can pass off as muggle if traveling, to maintain the statute of secrecy
one will be able to gather supplies, when not in a wizard friendly community
one can travel more and enjoy a break from the Wizarding world when using muggle money.
