I've notice this and was woundering if anyone could confirm it, and it's the cycle in which Royal Decree's are mostly used
people run traps at about 0-6 per deck ->
the amount traps people use build up, eventually reaching like 8-15 ->
people realize this and start busting out quick-play spells and royal decree (we're currently between this and the last step I think) ->
people stop using many traps ->
people realize their isn't enough traps for it to be worth royal decree and stop using it ->
people start using traps again (cycle restarts) ->

royal decree eh. i personally don't see it as that great of a card. but thats just me.

I use it when I have too much focus on monsters and spells to have enough room for a sufficient trap lineup. Its effective to use that way, I think.

I have too many spells in my deck, so barely any traps make the cut anyway. Royal Decree is no big loss. Now, Spell Canceller...

To me it's sort of situational....I guess beatdown engines use it well or lockdown decks, teh good ol' Horus Decree deck was a good example, and now with things like splendid venus out, well...it just see's more game time

Royal Decree disables 1/3 of the deck spectrum, so I don't see why people wouldn't see why this card is good.
As for playing it, it's usually reserved for decks that don't largely run trap cards. So yeah, your cycle makes a lot of sense

So yeah, your cycle makes a lot of sense actually, a lot of peope do see it as good, or it wouldn't off and on the semi-limited list so much

Well Splendid is a good anti meta monster, she reduces every not fairy by 500 atk, which is huge in this meta, and she prevents your traps activation from being negated, which most cards target, in a full Fairy body like my beatdown-ish skelleton for Fairy which include the darklords, she's fairly good...run 1 or 2 of her, 2 athenas, asmodeus, desire, edeh araeh,superbia with Valhalla and court of justice when released and you got a pretty solid build, I posted this in deck database some time ago....
