Arashi Erina Technically, you can Time Travel. Though, I doubt that this girl is a time traveler. Yes ... into the future only! XD
Someone in the comments on the OP's link mentioned that person being camera shy. I think that's the most logical explanation. The person in question is probably just holding his or her hand to the face, looking away from the camera. We can't even tell if "she" is talking!
Someone on another web site (I did some serious research) commented that Charlie Chaplin wrote, directed, produced, and acted in the film. Chaplin took every detail very seriously in all of his work. This person stated that Chaplin would not have allowed a stray person (even in the background) in his movie.
