Eight Tuner monsters is more than plenty for a deck not mainly focusing on the Synchro, and to choose these eight Tuners over more capable Dragon-type in terms of battle stats and/or effects is rather dilly-dally.
It gets you synergy with Cards of Consonance. Great. The end result is rather bland and ineffective, when left with monsters that can't topple a Super-Nimble Mega Hamster.
I'm also not too keen on the Fusion monster. I never liked it, because all it did was favor an increase of attack for no effect. Cyberdark Edge and Cyberdark Keel are truly worthy of abusing, Cyberdark Horn all-around being the least useful.
You don't have open opportunity in the deck to utilize Light and Darkness Dragon.
If you're playing Cyber Dragon, play it consistently.
Allure of Darkness should still be your one but prime draw power.
Burden of the Mighty is useless without King Tiger Wanghu, and very ineffective compared to Book of Moon and any standard one-for-one monster removal.
Burial from a Different Dimension has only one opportunity in the deck - Overload Fusion. So not worth the effort.
Burst Breath is entirely situational, with the only monsters making it useful are in the Extra Deck, and it destroys your own monsters in the process. Because they're all weenies.
Wild Tornado has success in the deck, so long as you intend for the opponent to have the Spell/Trap destruction ready, with your deck only with Heavy Storm, Light and Darkness Dragon and Chimeratech Overdragon. You're going to have your cards in an opportunity to be destroyed by the effect far more than your opponent will - Dust Tornado is immensely more useful.
Of course, Mystical Space Typhoon should always be in here before Wild Tornado. What you're thinking, I don't know.
Black Rose Dragon is limited to 1.
With the amount of Lv4 Cyberdarks and Lv1-2 Tuners, how you're not taking the Lv5-6 Synchros into consideration is beyond me.
Overall, deck is pretty scatterbrains. Dragunity work a bit with Cyberdarks, but they need more bulk than this.

Masked Dragon I have always considered a good choice, for having the stats capable of turning Cyberdarks into a beater large enough to run through and over the majority of free summons, notably even a tagged-in GB Laquari. It's a double-benefit of making a large monster and thinning the deck.
Dragunity - Aclys is a really great Tuner monster for you to be using. With just a small enough attack to fit with Cards of Consonance, having enough to turn the Cyberdark line into an 1800 beater, and a stupendous effect. Granted, you may not end up with Cards of Consonance in the deck, but it's an amazing choice all around.
Sadly, while there are no other Dragunity monsters as great as Aclys for Cyberdarks, if you wanted to number up on more Dragunity then you should stick with Dragunity Partisan. The effect to Special Summon a Winged-Beast type is pretty useless, but the ability to turn a Cyberdark into a Tuner monster for a direct Level 8 can come in handy, and its attack benefits the Cyberdarks as a whole.
While I don't really like Cyberdark Dragon, Cyberdark Impact! does something very useful for the arch-type, and that is recycling. In its place, Pot of Avarice can gain a huge upper hand in efficiency and utility.
I would do the following as a base to get started.
