It's a publice site, but the chat room /colorless/ is ours. I suggest, to avoid confusion, that everyone pick a name, (like my Kanra), and use that while chatting.

As for times, I'm not sure. I have near 100% free time, so I'll be idling there a lot. I guess whenever you're on the computer, have it opened in a tab?
