a few problems though:

1. This card may not be able to accumulate counters after it's attack goes down to 0
2. That burn effect is quite possibly not true
3. Your opponent needs to have a monster
4. I don't believe you can burn them for more than the monster's atk since it can't lose more after it goes to 0, and you deal damage equal to the attack lost
5. If we ever do get zephyros, it's obviously going to get nerfed hardcore so making a deck centered around it is pointless to say the least

1. It will be able to accumulate counters after it's attacks reaches zero, why? because the card effect says decrease the attack by 700 for each blackfeather counter; unlike Light and Darkness Dragon where you have to decrease the attack a certain amount, this card gets it's attacked decreased after the accumulation of a counter, so you can pile on as many as possible.
2. the burn effect is true, it's part of the card text, (although the anime version doesn't have a burn effect)
3. yes that is a problem, but that's why I got other Blackwings. the deck doesn't have to Focus on the OTK.
4. yes you can burn them for more than the monster's attack. The effect says to decrease the monsters attack by 700 for each counter removed, and inflict damage by the same amount. Even though it's true the attack can't go lower than zero, the decrease is still present, as it is in Blackfeather Dragon losing 700 Atk for each counter. if you have 10 blackfeather counters (and zero ATK obviously), and then use reverse trap, the attack doesn't reset then double, it resets to normal, then gains 700 for each Blackfeather counter. So obviously it inflicts 700 damage for each blackfeather counter. it's just poorly worded.
5. yes if Zephyros does get released, it will be nerfed, probally to say: by paying 400 (instead of inflicting 400). (although by themselves, Blackfeather Dragon sucks, and Zephyros is a detterent to setting trap cards)

I hate it when people don't understand that Black Feather Monsters are Blackwing Monsters. Makes me want to slap them senselessly.

Black Feather = Original Japanese Name
Blackwing = Americanized Translation

Black Feather Dragon, when it becomes english will turn into Blackwing Dragon. You can use Breeze to Synchro Summon Black Feather Dragon.

Edit: Using Gale for the Synchro Summon might not be a good idea, especially if you mean to use his effect. Black Feather Dragon needs a high atk monster to suck dry for his burn effect to be... well... effective!

The OCG commercial in Japan has BFD being synchro summoned using breeze and it would be just retarded if you couldn't do so just because of that BF bull****
